The "almost 25%" is very official. It comes from the national census!

San Francisco has ONE of these green boxes, right?
You didn't mention whether Portland has hills or not. It is the hills that keep us from being a 10% bike commute city. Can we get rid of those hills?

Certainly I would never dream of biking the Ross Island Bridge. And the St Johns Bridge does not have dedicated bike lanes and can also be a little nerve wracking to cross if riding on the road (as signs there tell cyclists to do). But any of the downtown bridges (Burnside, Morrison, Broadway, and especially Hawthorne and Steel, and presumably the new version of the Sellwood due to be completed in a few years) will provide for a perfectly nice and safe ride across the river.

"I crossed and recrossed the Willamette River via the snarling, bumper-to-bumper, almost-a-freeway Ross Island Bridge—no fun at all"

I don't know if a highway counts as "almost-a-freeway" in your book, but the Ross Island Bridge is Highway 26. Not intended for cyclists.
