		<description>I have never seen a bear or other animal mauled by hounds. The dogs are smart enough to stay out of reach of the animal. And many of the states that you cite as already having banned hound hunting for black bear do allow it for other species, including mountain lion. The reason bears are specifically banned is because those states are also home to grizzlies, which can not tree and will kill the dogs. Since training a dog to differentiate between the two bear species is difficult if not impossible, houndsmen don&#039;t risk their dogs on bears at all in those states. That is not an issue in California, as we dont have grizzlies. 

The provision within the proposed bill to allow hounds in research hunts has a catch; the target animal must be caught within one mile of the designated area. Since this is impossible to guarantee, there will not be houndsmen willing to risk their dogs&#039; lives due to some over zealous regulator, and the scientific community will lose this humane and valuable resource to wildlife study.</description>
