If Poachers armed with a vodka bottle can excavate fossils and a researcher needs several years just to secure a "trained" crew then isn't the problem greater than just the poachers? These poachers obviously have it together and should nonetheless benefit in a finders keepers game.

Researchers should locate these fossil poachers and fund them to excavate. Poachers get paid and researchers get their fossils.
