Apollo 13 needed emergency help, which came in the form of radio transmissions not astronauts. Space never became the a major industry. Chemically synthesized food came and went. There is a major rebellion against anything unnatural. Yes, you can telephone your congressman with your opinion on any law. Most people don't because they either don't care enough to do so or don't believe that it matters. Based on that I can safely predict that 'intelligence enhancing' stuff will come along but not start any kind of major revolution. This is why I love Paleo-Future. So close, yet so far.
