		<description>Government and bureaucracy are the starting bricks of civilization.  The question is not whether it’s good or bad.  This would be like asking whether it’s better for humanity to remain stuck in the stage of hunter gatherers or whether we should become a civilization that reaches to the stars. 

Certainly, there are many negative aspects to bureaucracy, but like many things in life, we cannot live without it either.  The question is how can we create bureaucracies that are not only more efficient, but more humane, people focused, and accountable to the public.</description>
