Having all manufacturers of gas masks and respirators using the same size of facial contour would ensure that there would be a minimum of variation in the government's inventory.

Hospital masks are designed to be temporary and disposable. They are also designed to bend to the wearer's face, and do not require an airtight seal.

Does not make sense to me they'd be used for designing respirator masks. Hospital emergency rooms use one size fits all and from my old Army days I remember one size fits all gas masks. Setting a standard for hat sizing comes to my mind.
