		<description>The lower sections of the structures supporting the platforms should be left in place, as they have become part of the living reefs.  If this means that they pose a risk to navigation, they should be marked with buoys.  The remaining parts of the rigs should be sunk to provide more reef or removed.  Of course, the wells should become securely capped.  This isn&#039;t complicated.  One must question the motives of anyone who tries to complicate the situation.</description>
